The Ridgley Institution for "mental defectives" was opened in 1934. It was the sight of controversy on several occasions, including an investigation in 1961 of alleged medical experimentation being conducted on some of its patients.

On Halloween 1984, a fire began in one of the girl's bathrooms, resulting in the death of a fourteen-year-old female inmate and severely burning a second female inmate of the same age.

Five years later on October 31 and November 1, 1989, a group of juvenile delinquents snuck into the burned-out institution as a Halloween prank.

This film is the actual footage from that night.

The footage was acquired from surveillance cameras inside the burned-out institution and camcorders from the delinquents themselves. Our film crew returned to the scene later to conduct interviews with those involved in the events to finally reveal the secrets from that night . . .
